Indeed this is a major issue for most of the parents to purchase uniform for their kids due to heavy price. On the other hand it is not easy for them to purchase a lots of new clothes for their kids.
In my opinion it is the responsibility of the governing body to keep the uniform rates in control so that parents can purchase them at minimum rate. Parents teacher society can come up with a common solution which would be beneficial for every one.
